I think both pictures are showing sheep only.

In the top picture it is as usual difficult to tell if you are seeing sheep or goats. In the bottom picture there is no doubt that we see a flock of sheep.   I must admit to having been part of a similar congregation under the big tree at the far end, although our hue was slightly more piggish than sheepish.
